And there are some details about the "Your Say: North East" campaign at http://www.odpm.gov.uk/stellent/groups/odpm_control/documents/contentservertemplate/odpm_index.hcst?n=3937&l=2 although there aren't any discussion groups.

For a non-government site, http://icteesside.icnetwork.co.uk/0100news/0001head/northeastassembly/ seems to have quite a few articles
